F3 (F03 in some lists) is the dishwasher noticing that water keeps coming in when it should not. The table calls it continuous water input. The remedy is two short clauses: close the tap, and contact service.
Start with the tap
The tap is the owner’s way to stop the flow. Close it first. F1, the overflow code, has its own steps if water has already gone where it should not.
Nothing to try beyond that
The manual has no reset, no filter cleaning and no list of causes for F3. A fill that does not stop is a matter for the parts that control the water, which are not user-serviceable, so cleaning and re-running will not help.
It is worth switching the machine off at the plug after the tap is shut, so nothing tries to start another fill when the supply is reopened.
Model note
This entry appears in the Bertazzoni manuals for the DW24T3IXV / DW24T3IPV, DW24T3IXT26 / DW24T3IPT26, DW18S2IXV / DW18S2IPV, DW24T2IXB / DW24T2IPB and DW24S3IPV dishwashers, with identical wording.

Questions about F3
Is the problem my tap? The table does not blame the tap. It uses the tap only as the way to stop the water while the cause is found.
Will the water drain by itself once the tap is shut? The source does not say. If the tub holds water, report that when you call.
